Who did he mean when Bush said there were some appointments he wish he hadn't made, that were mistakes?

Because you know that Bush will always find someone else to blame. After all, he's only the President of the United States, appointed by God and Big Tony Scalia, so how could it possibly be his fault? Has to be the doings of those nasty senators from the minority party who went along with him. Or, in this case, the people Dick Cheney made him appoint.

During the second presidential debate, Bush was asked to “give three instances in which you came to realize you had made a wrong decision, and what you did to correct it.” Bush refused to answer the question directly, but he did imply he was unhappy with someone in his administration: “I made some mistakes in appointing people, but I'm not going to name them. I don't want to hurt their feelings on national TV.”

Ahhh, isn't that nice, he doesn't want to hurt their feelings.
